Illinois Contractor Licensing: Chicago, Local Programs, and State Trade Requirements

No Statewide General Contractor License

Illinois does not license general contractors at the state level. Like many large states, regulatory authority is distributed between local jurisdictions and state-level trade licensing boards for specific trades. For GCs building subcontractor bid lists on Illinois projects, this means verification requires checking both applicable state trade licenses and the local licensing requirements for the specific project location.

Chicago’s Licensing System

Chicago has the most comprehensive contractor licensing program in Illinois, administered through the Department of Buildings (DOB). Chicago’s program is extensive and actively enforced:

  • General Contractor License: Required for prime contracting on commercial and residential projects within Chicago city limits. Chicago’s GC license requires examination, proof of insurance, and bond.
  • Concrete Contractor License: Separate license for concrete work including foundations, flatwork, and structural concrete.
  • Wrecking Contractor License: Required for demolition projects within the city.
  • Mason Contractor License: Covers masonry, brick, and stone work.
  • Elevator Contractor: Separate licensing for elevator installation and maintenance.
  • Scaffolding Contractor: Required for external scaffolding erection and maintenance.

Chicago’s electrical contractor licensing is administered separately through the Department of Buildings Electrical Licensing program. Chicago requires a City of Chicago Electrical Contractor license in addition to any state credentials. The Chicago Master Electrician license is an individual credential separate from the contractor business license.

Chicago plumbing contractor licensing is administered through the Department of Buildings. A Chicago Plumber’s License is required for any plumbing work within city limits – the state does not issue a competing plumbing contractor license, so Chicago’s local credential is effectively the governing requirement for Chicago projects.

State-Level Trade Licensing

Illinois licenses specific trades at the state level through the Department of Public Health and other agencies:

Roofing contractors are licensed through the Illinois Department of Public Health. Any contractor performing roofing work in Illinois – residential or commercial – must hold a state roofing contractor license. The license requires examination, insurance, and a $10,000 surety bond. This is one of the few categories where Illinois has a uniform statewide licensing requirement for contractors.

Environmental remediation contractors working with asbestos, lead, or mold remediation require licensure through the Illinois EPA and the Illinois Department of Public Health. This is distinct from standard construction licensing and carries its own examination, certification, and insurance requirements.

Cook County and Suburban Chicago

The Chicago metro extends into Cook County and surrounding collar counties, each with their own contractor registration requirements:

Cook County requires contractor registration for residential work in unincorporated county areas. The municipalities of Evanston, Oak Park, Naperville, Joliet, and Aurora each have independent contractor licensing programs. A contractor licensed by the City of Chicago cannot automatically work in Evanston – separate Evanston registration is required.

For GCs coordinating subcontractors across the Chicago metro, a sub may need multiple simultaneous city and municipal registrations depending on where their work takes them.

Downstate Illinois

Outside the Chicago metro, Illinois construction licensing is governed by municipal programs in individual cities. Springfield, Rockford, Peoria, Champaign-Urbana, and Bloomington-Normal each maintain contractor registration programs with varying requirements. In rural areas and smaller communities, state trade licenses (for roofing) may be the primary regulatory credential.

Prevailing Wage in Illinois

Illinois has one of the stronger prevailing wage laws in the Midwest. The Illinois Prevailing Wage Act applies to public works construction contracts and sets wage rates by trade and by county. The Illinois Department of Labor publishes prevailing wage rates monthly – rates can change mid-project for long-duration contracts. Certified payroll documentation is required, and Illinois prevailing wage enforcement is active.
